What’s Next for Vermont’s Groundbreaking Household Hazardous Products Law?

The Vermont Agency of Natural Resources (ANR) recently published a draft collection plan for implementation of the first-in-the-nation Household Hazardous Product (HHP) Extended Producer Responsibility (EPR) law, tackling end-of-life management for household hazardous waste. The draft plan is the first preview of what practical next steps may be required of obligated manufacturers.
ANR is running the HHP program itself after no industry-led organization stepped in to serve as a producer responsibility organization (PRO). The law’s scope is broad and there is no trade group that represents all, or even most, of the covered products.
Reverse Logistics Group (RLG) is providing critical program implementation support. RLG has been contracted by ANR to support manufacturer outreach and education regarding registration requirements, covered product reporting, and billing.
