The Vermont Agency of Natural Resources (ANR) recently published a draft collection plan for implementation of the first-in-the-nation Household Hazardous Product (HHP) Extended Producer Responsibility (EPR) law, tackling end-of-life management for household hazardous waste. The draft plan is the first preview of what practical next steps may be required of obligated manufacturers.
ANR is running the HHP program itself after no industry-led organization stepped in to serve as a producer responsibility organization (PRO). The law’s scope is broad and there is no trade group that represents all, or even most, of the covered products.
Reverse Logistics Group (RLG) is providing critical program implementation support. RLG has been contracted by ANR to support manufacturer outreach and education regarding registration requirements, covered product reporting, and billing.
Hear from RLG on what issues are top of mind for the agency, RLG’s role and how it differs from a traditional PRO setup, what manufacturers can expect to see in 2027, and how to best provide input and get involved with shaping implementation of this groundbreaking law.

On July 8, 2026, importers of regulated consumer products were required to begin electronically filing certificate of compliance data with U.S. Customs and Border Protection (CBP) under the U.S. Consumer Product Safety Commission's (CPSC) revised certificate rule (16 CFR part 1110). The requirement expanded on January 8, 2027, to include products entered for consumption or warehousing from foreign trade zones (FTZs).
With several months of implementation underway, this webinar will explore early enforcement trends, common compliance challenges, and lessons learned. Speakers will discuss how CPSC and CBP are implementing the requirements, common filing errors that can lead to shipment holds, examinations, and delays, and early experiences following the January FTZ deadline.

Description: Pesticide labels are governed by a complex framework of federal statutes, regulations, and extensive EPA guidance. However, distinguishing legally binding requirements from recommendations and interpretive guidance is not always straightforward. Understanding how these sources interact is essential for developing compliant labels, navigating regulatory review, and anticipating changes that may affect product registrations.
This webinar will provide a practical overview of the pesticide labeling framework, beginning with the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and the labeling requirements outlined in 40 CFR Part 156. Presenters, Michael Boucher and Lisa Amadio, will explain how these requirements are supplemented and interpreted through EPA resources, including the Label Review Manual and Pesticide Registration Notices (PR Notices), and clarify the role each plays in labeling decisions.
